Town Manager

The Town of Caswell Beach Town Manager is the chief administrator of the Town and is appointed by Town Board of Commissioners. The Town Mangers duties include, but are not limited to:

  • overseeing the performance of all Town Departments,
  • implementing policies and ideas adopted by Town Board of Commissioners,
  • ensuring that all projects, operations, and functions of the Town operate efficiently,
  • ensuring all Local, State, and Federal laws are followed by the Town, and
  • responding to citizen concerns.

The Manager also works to develop the Town’s annual budget, works with other administrators in the region, and performs other duties assigned to the manager per the requests from the Board of Commissioners.

Joseph (Joe) Pierce was appointed Town Manager effective April 2022. Before coming to Caswell Beach, Joe served three years as Assistant County Manager in Iredell County and five years as the Town Manager for the Holly Ridge and Burgaw, respectively. Joe began his public service career as a law enforcement officer for the Leland Police Department. He has more than 18 years of local government experience. A proud veteran, Joe also served as an Infantryman in the US Army in Special Operations, the Republic of Korea, and the elite 82nd Airborne Division.

Joe holds a Master of Public Administration from the University of North Carolina at Chapel Hill School of Government and a Master of Science in Management from Liberty University. Additionally, he is a Credentialed Manager through the International City/County Manager Association and a recent graduate of the High Performance Leadership Master Certificate Course through Professional Development Academy.

He is married to Danielle Pierce and together the couple have 4 children.
